Ione Belarra extends political battle for housing law and Raquel Snchez Twitter announcement – CVBJ

Owners and tenants, against Keys and news of the new Housing Law

The approval of the Housing Law has never been only a social issue, but also a political issue in which the two partners, but especially United Podemos, have played a good part of the credit in front of their electorate. Both the PSOE and the UP have shown this over the course of the year that the negotiations lasted to bring it to a successful conclusion and that the rivalry was evident even after the agreement and approval of the Council of Ministers.

Thus, while the Minister of Transport, Mobility and the Urban Agenda, Rachel Sanchez, reported on the standard at the press conference after Tuesday’s meeting, the Minister of Social Rights, Ione Belarra, he counter-scheduled the appearance by posting a video on Twitter in which he claimed, among other things, his share of responsibility in the future law.

“Today I wanted to give you good news and it is that the Council of Ministers approved the first law on housing democracy in our country. A regulation on which we have been working for many months “, launched the Secretary General of Podemos.

“For the first time, this law, assuming an absolute change of paradigm, will allow us to move forward in guaranteeing the right to housing and it will allow us to put an end to real estate speculation, which is one of the major plagues. in our country ”, continued his speech.

For a little over four minutes, Belarra outlines the milestones for future regulations and above all highlights initiatives to intervene in rental prices. “This measure is essential and I think it is very well designed because it protects tenants, who are the weakest part of the equation; makes it easier for small owners, who will freeze their rents while benefiting from tax incentives to lower their prices, and also requires the necessary co-responsibility of large owners because this will allow those who do business with housing in our country will lend a little help and allow us to have affordable housing for all citizens, ”he says in this regard.

In the wake of Pablo Iglesias

In this way, Belarra transfers the rivalry that the two partners have maintained during the last days of negotiations on labor reform in the area of housing policy. “I think it’s not a problem of content, it’s a problem of visibility,” said the former vice-president and former secretary general of Podemos last night. Pablo Iglesias, during a radio intervention.

His words, which then refer to the clash between the vice-president of labor, Yolanda daz (UP), and the Vice President of Economic Affairs, Nadia calvio (PSOE), for their participation in negotiations for labor reform, also found meaning hours later in Belarra’s actions.

An action which, in addition, replicates the strategy that Iglesias himself pursued last December due to the decree aimed at paralyzing the evictions. At that time, the then vice-president was using the famous social network to counterprogram the then Minister of Transport, Jos Luis balos, while the latter reported on the emergency decree in the face of the pandemic.

Beyond the forms, the Belarra video did not provide any new details on the content of the standard. At the time the Minister of Social Rights published her tweet, Minister Raquel Snchez was working after the Council of Ministers to ensure that the future housing law guarantees “legal certainty for the landlord and does not threaten private property”. On the contrary, Sánchez believes that it offers a “homogeneous and stable” framework for the market throughout the country and excludes that it “constitutes a risk for investment funds and their interests in our country”.

Keys to the law

The regulations permanently protect the public social housing stock, which cannot be alienated. In addition, it introduces the notion of affordable housing incentive private property, which gives “tax or other benefits” to landlords who offer a rental at a reduced price.

To mobilize housing and avoid empty floors, the project establishes increases of up to 150% to the IBI in the cash payment. In this way, the currently allowed 50% range is opened up to 150%. This maximum surcharge will be applied to dwellings unoccupied for more than two years and to owners with a minimum of four dwellings in the same municipality.

Minister Sanchez insisted on the fact that the housing bill “makes it possible to reconcile the interests of tenants but also of owners”, since it also offers tax advantages to small owners, those who own less than ten dwellings.

In this sense, the Government intends to stimulate fiscally the rental of residential housing in an affordable manner with deductions ranging from 50% to 90% to the Personal Income Tax (IRPF).

In stressed areas where landlords lower their rent by 5% compared to the previous contract, the bonus will rise to 90%. The deduction will be 70% if you rent for the first time to young people between 18 and 35 years old in these stressed areas. If any rehabilitation or improvement work has been done on the property, the discount will be 60%.

Stressed areas

Likewise, owners who sign a contract of at least 10 years will be able to lift the price freeze in stressed areas and will be able to increase the rent. up to 10% in exchange for an extension of the contract period. In addition, in these areas the tenant can extend their contract for three more years than is currently envisaged, keeping the same conditions, thus ensuring that the rent alone increases with the CPI for a longer period.

Local governments will be responsible for defining the declaration of stressed areas, eg.for a period of three years, although it can be extended from year to year if the circumstances arise. Declaring a stressed area will involve articulating a “specific plan to guide actions and reverse imbalances”. It also provides for an exceptional mechanism to contain and lower prices in these areas.

However, there is a 18-month moratorium from the approval of the law until the benchmark price index rules in stressed areas, because, according to the minister, it is a “complex” system that requires to analyze each specific area and, therefore, to do so with “rigor” takes time, although he added that these 18 months is a “maximum” period.

The project will also require reserve 30% of urbanized land for protected habitat, but “the corresponding compensations will be granted when the acquired rights are affected”. Of this percentage, it is possible that half will go to social rent.

The Executive intends to expand the social housing stock, currently limited to some 290,000 housing units, with coverage of 1.6% of inhabitants, against 10% in neighboring countries. For this, the cooperation of local administrations will be sought, but also public-private collaboration with the entities and agents of the sector, as Sánchez underlined.
