Tender to Empanel Suppliers for 7.5MW Rooftop Solar Systems in Madhya Pradesh
Madhya Pradesh Poorv Kshetra Vidyut Vitaran Company (MPPKVVCL) has launched a tender to recruit suppliers for the design, installation, supply, erection, testing and commissioning including warranty, full operation and maintenance (O&M) of 7.5 MW. grid-connected rooftop solar systems of various capacities.
The implementation is part of Phase II of the Ministry of New and Renewable Energy (MNRE) Grid-Connected Rooftop Solar Program.
The work must be completed within two months from the date of issuance of the letter of approval by the DNRE. Successful bidders must provide five years of O&M services.
The estimated cost of the project is ₹353.5 million (~$4.7 million).
The deadline for submitting bids is April 30, 2022 and bids will open on May 2.
Bidders must submit a Security Deposit (EMD) of ₹100,000 (~$1,317.52) along with a tender fee of ₹11,800 (~$155.46).
The performance bank guarantee (PBG) to be submitted by the contractor is calculated by multiplying the allocated capacity by 3% of the uncovered cost of the project. The PBG must be filed within 30 days from the date of issuance of the letter of award (LOA).
The successful bidder must also pay a performance bank guarantee for operation and maintenance, calculated by multiplying the installed capacity by 3% of the discovered cost of the project within 30 days of installation.
The project is divided into parts A, B, C and D. In part A, projects of 1 to 3 kW each, and in part B, projects of more than 3 kW to 10 kW each are to be installed. Bidders may request a minimum aggregate capacity of 100 kW and a maximum of 700 kW. The total global capacity for part A is 3 MW and for part B 3.5 MW.
In Part C, projects over 10 kW to 100 kW each, and in Part D, projects over 100 kW to 500 kW each should be installed. For both parts, bidders can request a minimum combined capacity of 100 kW and a maximum of 200 kW. The total aggregated capacity for the two parts will be 500 kW each.
The contractor must evacuate and inject the excess power into the network at the interconnection points agreed with the distribution companies (DISCOM).
To be eligible, bidders must have designed, supplied, installed and commissioned off-grid or grid-connected solar energy projects with a total capacity of at least 250 kWp, commissioned prior to bid submission. offer. Bidders without prior experience will not be allowed to submit price offers and will be permitted to implement rooftop solar projects subject to L-1 price adequacy. The contracting authority reserves the right to allocate the capacities of the project to these tenderers by lots.
Bidders’ minimum average annual turnover must be ₹5 million (~$65,876) over the past three fiscal years. Bidders must have a positive net worth at the end of the previous fiscal year.
Micro, small and medium-sized enterprises (MSMEs) have been exempted from financial eligibility requirements.
The MNRE will provide Central Financial Assistance (CFA) of up to 40% for rooftop solar systems with a maximum capacity of 3 kW. For rooftop systems with a capacity above 3 kW and up to 10 kW, the 40% CFA would only be applicable for the first capacity of 3 kW, and for a capacity above 3 kW, the CFA would be limited at 20%.
For collective housing companies or residential social assistance associations, the CFA will be limited to 20% for the installation of the roof system for the supply of common installations. The power eligible for the CFA will be limited to 10 kW per dwelling.
MPMKVVCL has also recently issued a Notice of Tender (NIT) to design, supply, erect and commission 20MW residential rooftop solar systems by various agencies in Madhya Pradesh.
